Private Sector Power Generation (A National Program)

In A Developing Economy That Is Ours, Developmental Inputs Are In Constant Demand Necessitating Ever Increasing Use Of Resources. Electric Power, By Virtue Of Its Being The Most Convenient Form Of Input, Has Proved To Be One Of The Most Powerful Vehicles For Promoting Economic Well-Being Of The Society Through Industrial Growth. Electric Power Has Thus Come To Be Considered As The Most Important Input In The Nation's Endeavors Towards Industrialization As Well As Attaining The Growth Rate That Our Development Plan Aims To Achieve.

At Present, The Power System Of Pakistan Is Riddled With Problems. These Include High System Losses, Mounting Arrears, Protracted Delays In Project Implementation, High Incidence Of Forced Outages, Antiquated Operational Regimes, And Poor Customer Service.

It Is Against This Backdrop That The Present Government Has Come Up With A Package Of Incentives To Private Sponsors To Build Power Plants. In General, The Capacity Of Typical Power Plants Would Range Between 100 To 350 MW And The Power Generated Would Be Sold To The Utility Companies. MEConsult Takes Pride In Participating In This Ambitious National Program And Has Managed To Secure The Provision Of Consulting Services For Several Local And Foreign Sponsors. Between 1986 And 1990, The Principal Staff Of MEConsult Offered Consulting Services To Pakistan's National Energy Conservation Program Which Is Coordinated By ENERCON In The Ministry Of Planning & Development And Funded By The United States Agency For International Development (USAID). All Spheres Of Economy: Buildings (Domestic And Commercial), Industry, Agriculture, And Transport Sector Throughout The Length And Breadth Of The Country Were Provided With Specialist Advice Resulting In Significant Savings In Energy Costs, Enhancement Of Comfort Levels, A Firm Base For Institutionalized Energy Conservation Activity And A Corresponding Improvement In Product Quality And Overall Efficiency.

Table 1 lists the various power projects completed. The private sector power projects are detailed in Exhibit 1. The services provided by the firm comprise sourcing of equipment and funding, negotiating with the EPC Contractor, follow-up with PPIB, preparation of technical and financial feasibility studies, conducting environmental and social soundness study, project planning & control, developing operating and maintenance routines, construction supervision, and commissioning and start-up.
